I am directed to acknowledge the receipt of your letters of the 18th, 25th and 28th February regarding the increase of freights on luxuries to Europe, and to inform you that His Excel -lency the Governor has no instructions from the Secretary of State for the Colonies to move in this matter.

It is stated in the telegram quoted in your letter of the 18th February that Japanese co-operation had been invited, and I am to enquire whether such co-operation has been obtained.

It is a question whether ginger in barrel, tobacco, raw silk and cocoons can be regarded as luxuries to be barred. His Excellency the Governor will telegraph to the Secretary of State if you so desire, but it would appear that you could ask for the views of the conference just as easily and perhaps more

effectively.
